Isaac starts out as that quiet boy with only a bicycle and a black eye, nervous in the presence of his abusive father and laughed at by the girls he asks out. Digging graves in the middle of the night scared him a lot less than family dinners, probably because his father's idea of discipline was to lock him in a freezer. And that's when he wasn't kicking the crap out of him for the neighbors to hear. He was powerless, until someone came along and offered him a hand.
A hand and some teeth, because desperate teenagers were exactly the sort that Derek was looking for to fill out his pack. Isaac was offered the bite that would turn him into a werewolf, giving him the power that he so severely lacked in his everyday life. And the bite does give him confidence - along with increased speed, strength, and healing factor. Oh, and a small urge to maim and kill from time to time. Isaac becomes cocky, with a tendency to be excessively physical. He did a one-eighty from the boy he was before, the one who held a lot inside but would do anything to avoid a confrontation.
Isaac is a member of the pack, and not a leader. He will question his Alpha, but he'll still follow his orders and go along with his plans, even if those plans include kidnapping or roughing someone up. He isn't always the blind follower though, and proves that he can think for himself. When Boyd and Erica decide to leave, Isaac stays, despite stating that he has no one to really stay for. It's more than just an instinctual urge to protect his Alpha, or even his fledgling friendship and admiration of Scott. In Isaac's own words, he didn't just come to help, he "came to win", displaying a new found confidence and a loyalty of his choosing. It also took some guts - the kanima had already proven that it wasn't something to play around with. But someone needed to stop what was happening.
Isaac shows that he's capable of forgiveness. We don't see him crying and tearing at his hair when his father is killed. He even goes to school and lacrosse practice the next day like nothing happened. And yet it's his father who becomes his anchor during the full moon. Isaac uses the memories of better days to keep in touch with his human side and give him control. Notably, he uses that control to help Derek with Boyd and Erica.
Trust from Isaac isn't automatically given, but he will listen to those who earn it. He asks Scott for his advice, and says that it's because Scott always tries to do the right thing, suggesting that Isaac really wants to do the right thing too. And for all that he likes just a little bit of roughness, he displays tenderness too, shedding a few tears when he uses his power to take away some of a sick dog's pain.
The influence of others seems to play a large part in the evolution of Isaac's personality. With his father, abuse made him nervous and quiet. Derek and his pack made him confident, but no less a beta. Scott seems to be his newest influence, and all it took was for the other boy to show a little concern for Isaac, a thing which hadn't happened for a long time. At the end of the day (or night) Isaac is a supportive member of his pack, and not quite the big bad wolf that he seems.
*You mentioned that Isaac is more of a beta than an alpha, and that the people around him help shape him into who he is and the decisions he makes. In a game with essentially two “alphas” to choose from (the agents and the indebted), how do you think this will in turn influence Isaac, given that his pack isn’t present in the city as of yet? Will he listen to the agents and fall in line, or will he be working with the indebted to try and undermine them? Do you think those bonds could fluxuate within the course of the game, as they did between Scott and his pack at the end of S2?
There's definitely some wiggle room there, because Isaac's still young and learning. By the end of S2, he has matured to the point of being able to ask for input, and then make his own decision and follow through with it. But unlike Scott, he's new to that. As a result, he's capable of great loyalty, but it's flexible and things can and often do factor into it. He didn't go with Boyd and Erica, but then they also were the ones who decided to leave their Alpha and the dangers to go off in search of another pack. Isaac alone remained with Derek, and yet before that he was rolling up with Scott and an Argent because of a common goal.
So I think there could (and will) be as much fluctuation in the game as we see in canon. Isaac most likely won't immediately throw his lot in with either "Alpha". I think he'll seek some outside opinions first (from other characters) and weigh it all from there. His CR, those he comes to respect or even those who just show that they care about him, will help influence him to one side or the other. While he figures things out, he probably would want to fly under the radar due to that lingering fear of authority and punishment that his father put in him. But there's also a little teenage rebellion in him, and a resentment of walking on egg shells. "Falling in line" probably won't be something he wants to do for the next 25 years. Isaac wants to do the right thing now, but he's not perfect. So I picture it as less of a question of will his bonds fluctuate, and more about when and the circumstances that cause them to fluctuate.

Powers & Abilities:
Like every werewolf ever, Isaac transforms under the full moon. He has found his "anchor", which means he gained control over his homicidal tendencies on those nights. He has enhanced speed, strength, and agility, though not at superhuman levels. He has heightened senses as well, which can do anything from hearing the quickening heartbeat of someone lying to him, or smelling sickness on a person. Werewolves also have accelerated healing, which can be used to help others through pain transference. He might not be able to save someone from dying, but he can take away some of their pain.
Werewolves are definitely not immortal, and can be killed in a number of ways. They are also weaker without a pack, and especially sensitive to wolfsbane and other supernatural charms.
